Music Network seeks an independent evaluator to evaluate pilot Music Education Partnerships in County Donegal and City of Dublin

Following on from the publication of its 2003 feasibility study report, “A National System of Local Music Education Services”, Music Network seeks to engage an experienced evaluator/arts consultant to prepare a comprehensive evaluation of the two existing pilot Music Education Partnerships currently being funded by the Department of Education and Science, in County Donegal and the City of Dublin. This evaluation project is being funded by the Arts Council, together with County Donegal VEC Music Education Partnership, and City of Dublin VEC.
The appointed evaluator will be advised by, and will work closely with a steering group, comprising representatives from the Arts Council, County Donegal VEC Music Education Partnership, City of Dublin VEC and Music Network. On a day-to-day basis, the evaluator will liase with and be supported by Music Network, as required.
Required skills, knowledge and experience
The ideal candidate/team will possess the following skills/expertise:

Extensive research experience

Experience in evaluating developmental/participatory/educational arts programmes

Highly effective communication skills (written and verbal)

Extensive report writing experience
-
Experience/knowledge of the music and arts education policy context in Ireland

Experience of facilitating consultation processes

Understanding of public administration structures and policies at local and national levels
Contract terms and Conditions
Commencing as early as possible in 2008, and taking into account school holidays, the evaluation project should ideally be completed by the start of September 2008. A total sum of €30,000 (inclusive of VAT and all associated expenses) is available.
Application and Selection Processes
Applicants are required to submit a proposal regarding their approach to fulfilling the given brief, together with a comprehensive Curriculum Vitae, and examples of any previous relevant work. The deadline for receipt of applications and supporting material is 5pm on Thursday 3rd April 2008.
Applicants will be shortlisted for interview on the basis of their submitted documentation. Interviews will take place in Dublin during the week of 14th-18th April. Applicants attending interview do so at their own expense.
